the Governor's instructions that I should examine the Gaol and report upon its
adaptability to the Separate System,
I have the honor to state that I had last year, at the time the Gaol Commission were sitting, carefully considered the matter and that I find no reason to alter the opinion I then expressed in writing to Mr. Justice Snowdew
